AIR Itanagar launches regional news bulletins in Hindi and English

ITANAGAR, Aug 27:  On a day when Arunachal Pradesh made its way to the national map of All India Radio with the launching of regional news bulletins in Hindi and English, another piece of news is awaiting its people with AIR considering to  launch 24-hours news channel on FM. The initiative taken by MP Takam Sanjoy way back in 2002 for launching of Hindi and English news bulletins from AIR Itanagar has finally seen the light of the day with the launch of daily Hindi and English news bulletins from 7.45 pm and 7.50 pm respectively, with five minutes’ duration each.

It was the unstinted effort of the then state IPR Minister Takam Sanjoy in Mukut Mithi government that brought the matter to the state cabinet and accordingly, the Chief Minister Mithi had taken up the matter with the Centre, which took seven long years to materialize a ‘dream’ for the people of this land-locked state of Arunachal Pradesh.

Sanjoy expressed happiness over the launch of daily Hindi and English news bulletins from AIR Itanagar and said this will serve the people of Arunachal by bridging the gap between Itanagar and New Delhi.

“We are going to be benefited a lot with the launching of daily news bulletins. It is going to the doorsteps of people in far-flung areas,” said the MP.

Assuring his all supports to the endeavours of All India Radio, he urged upon the concerned authorities to look into the problems concerning adhoc employees of AIR Itanagar.

Sympathized with the adhoc employees of AIR Itanagar, Member (Personnel), Prasar Bharati, V Shivakumar assured to take up their grievances with the Union Ministry of Information and Broadcasting.

“I will look into all the issues concerning adhoc employees and take up the matter with the government of India. I will try my utmost to consider their cases within the framework of Prasar Bharati rules,” Shivakumar added.

Earlier, the Director General (News), AIR, Mohan Chandak said that All India Radio is considering to start 24-hours news channel on FM.

Describing the launch of daily news bulletins as a historic moment for AIR, he felt that the launching should have been made long way back, considering the importance of the role AIR plays in disseminating information to more than 90 percent of population across the country.

The DG (News) opined the onus is now on the state to make the ‘historic’ beginning a long lasting success. “Eighty percent of the bulletins will be covered by news of Arunachal Pradesh. Therefore, it is the people of the state to have a huge responsibility to make the mission successful.”

Chief Engineer (Eastern Zone), AIR, H K Sinha congratulated the people of Arunachal on launching of regional news bulletins.

He said 400 KV-capacity DG set is going to be installed at AIR Itanagar to provided uninterrupted supply of power. He also said that FM transmitters will be launched at Bomdila, Changlang, Daporijo, Khonsa and Anini to provide better quality in production of AIR programmes. In this regard, he added barring Anini, commissioning of FM transmitters in rest four places is almost over.  

In his brief speech, the Joint Director, DFP and Head, RNU, AIR Itanagar, Raj Kumar acknowledged the help and support from one and all concerned to transpire the ‘dream’ of launching the daily regional news in Hindi and English into a reality.

The daily news bulletins in Hindi and English will also be relayed by AIR stations of Pasighat, Ziro, Tezu and Tawang. The inaugural Hindi news bulletin was read by Sohail Ahmed Mansuri, while Minam Boko did the honour in English.

The Additional Director General (News) Dr Sadhana Rout, Deputy Director General (NER-I) V Sekhose and host of other guests were also present at the function.

Earlier Prasar Bharti Member (Personnel) V. Shivakumar, along with All India Radio Director General (News) Mohan Chandak and Assistant  Director General (News) Dr. Sadhna Rout called on Arunachal Pradesh Governor Gen JJ Singh at Raj Bhavan here today.

Governor J J Singh said that All India Radio can do lots in educating and moulding the society. Make the programme entertaining at the same time impart civic sense in the people, he said while advocating for programmes on preservation of rich flora and fauna, against plastic and on preservation of our age-old cultural heritage. He also advised on including children’s voice to make programmes more interesting.

Our programme should be educative, so that younger generation, while moving forward with modernization and development, develops pride in our ancient beliefs and practices, he pointed out.

Another very important thing the AIR can do is to remove the misconceptions in development initiatives of the Government, especially on hydropower, General Singh said.

You should carry successful stories of other states in this regard so that people knows it benefits, the Governor added. Emphasis should also be given on financial up-liftment of the people.

Stressing on the proper coverage of far flung areas, General Singh said that the manpower in the AIR stations should be increased.

Senior officials of Prasar Bharti assured the best to the suggestions of the Governor and informed him that programmes on development initiatives of the State is already in the pipeline. Impressed by the Raj Bhavan initiatives, they expressed their willingness to add a programme on it.

13 villages under reserved forest area reiterate de-reservation to CEC

ROING, Aug 27: Central Empowered Committee (CEC) team headed by P.V. Jay Krishnan, Chairman, Sanjeev Saddha, Member Secretary CEC visited the district for inspection and interaction with the affected people of Deopani Reserved Forest Area in connection with de-reserving the area.

They arrived here on Aug 25 last and inspected the forest plantation sites at Malek, Idhuli, Santipur and held interaction with the affected people of the area yesterday at Bolung, 18 km from Roing.

The people of the area from Meka (5 km from Roing) to Santipur (Assam - Arunachal border) which falls under Forest Reserved Area have been pursuing the central government for de-reservation of the area since last three decades as the area is heavily populated with 13 villages under it. The area was notified as Forest Reserved Area in the year 1936 by the then British Govt. without knowing the actual facts of people’s habitation. The people claims that the area has been under their habitation since last part of 19th Century and the devastating earthquake that rocked the entire North East in the year 1950 had changed the course and magnitude of Dibang River which inundated many inhabited villages and agricultural fields including the erstwhile Sadiya Town. With no option left the people shifted towards the further eastern sides thereby covering the forest areas. Though the people inhabited the area for so long, they had been deprived of economic activities like setting up of permanent structures, small scale industries, tea estates, issuing of Land Possession Certificate, Loan facilities even after independence under the clutches of Forest Act as the area comes under Reserved Forest. As a result the area is far lagging behind in various developmental aspects.  

The people expressed a ray of hope upon the CEC and with that hope the people of the affected area received the much awaited visit of CEC team with great enthusiasm and mass participation. P.V. Jay Krishnan while interacting with the people in a public meeting at Bolung has assured to take up the matter at the earliest possible as soon as he reached back to national capital and to place the grievances of the people before the committee after thorough examination of the case as per the procedure demand and to submit the report to the Govt. of India immediately for further consideration. He said that demands were genuine and felt that the district is developing fast recalling his tenure as Additional Deputy Commissioner in the year 1969, 40 years back. He however, said that one need to maintain balance between development and conservation of forest, as both are equally important.

Mibom Pertin, ZPM cum Chairman, De-Reserved Core Committee of Deopani Reserve Forest Area while submitting a memorandum to the CEC has said that the occupation of the notified forest area was not forceful encroachment but out of compulsion forced by the nature. He added that the Reserve Forest Area in the neighboring state, Assam notified in the same time during the British Regime had been de-reserved by the govt. after independence. He, however, said that it is high time that the long felt demand of the affected people be heeded as there are fifteen thousand population dwelling in the affected area and many govt. & private infrastructures viz., 29 educational institutions, 6 health centres, Engineering and Vat nary Units, 2 Muga Silk Farm, BSNL, Airtel and Reliance Cell Phone Towers have come up in the area in the recent past. The de-reservation of the area would further accelerate the pace of development, he added.

Roding Pertin, Ex-MLA Dambuk placing the public grievances before the central team has called upon the people to restrain from cutting trees from the river bank site so as to avoid flash flood, inundation of agricultural fields & villages and further deforestation of forest area.

Bassu Perme, Ex MLA Dambuk, Rapuk Yirang, GB, Jowar Moyong, ex ASM, Omut Ratan, Ex-ASM and Kamin Pertin, Ex-ZPM also spoke on the occasion.

Khandu calls for clean Arunachal

TAWANG, August 27: “The onus in keeping the state clean should be shouldered by every individual so that we offer a clean and hygienic Arunachal Pradesh to the visiting tourists and guests”, emphasized Khandu while interacting with the district officers and prominent public leaders at DC’s office here this morning.

Arunachal Pradesh Chief Minister Dorjee Khandu is on whirlwind tour of Tawang District from August 26 last.

The chief minister was very satisfied with the measures initiated by the district administration in keeping the district clean, and advised Tawang DC to maintain the rhythm. He also emphasized for enthusing work culture amongst the government employees so that quality work could be realized.

He appealed the local people to preserve the forest and promote afforestation programmes in the district in order to compensate the lost forest which had been a great concern for the government in the recent past.

Later, Khandu delivered a special message for the people of Tawang district through All India Radio, Tawang. He dwelt in length the steps initiated by his government particularly the welfare measures that would ease out the lives of people of the state.

Earlier, Khandu visited the famous Gaden Namgyal Lhatse Monastery also widely known as Tawang monastery which is one of the largest Buddhist Monastery in Asia. He offered prayers in the monastery as it was the final day of “Dunpa Zigyar Kyingkor” (Mandala) preparation after which seven days mantra chanting would be performed for the betterment of the society, prevalence of peace and humanity on the earth.

One of senior monk described the mandala as a step for attaining salvation from ones life, paving way for eternal peace and nirvana. He described that every person have Buddha in him/ her, to find it one should be truthful and go for meditation.

The chief minister made a survey of the newly under construction library building in the premises of the monastery. He stressed for keeping all sorts of knowledgeable, informative and sacred books in the library so that the students get the optimum benefit. While discussing with the senior monks on preservation of the antique monument, Khandu referring to the old library building opined for renovation of the monument without disturbing its antiquity.

On the day, the chief minister also visited the SBI Tawang branch and lauded the service provided by them to the local people. (PRO TO CM)

 

KD Singh to head State Election Commission

ITANAGAR, Aug 27:  KD Singh, an IFS officer of 1976 batch, took over as the State Election Commissioner (SEC) here today. He is the second commissioner after J M Tangu, who demitted office on February 28 last.

Singh, a versatile personality, was serving as principal secretary to the chief minister when he was chosen for this coveted and responsible post.

A known earth scientist and prolific writer, Singh served in various capacitates as collector of Nagar Haveli, secretary to administrator/ lieutenant governor of Goa, Daman & Diu, Jagmohan, Air marshal (Retd) IH Latif and Dr Gopal Singh, besides in the forest department. He has the unique distinction of serving three chief ministers of Arunachal Pradesh – Gegong Apang, Mukut Mithi and Dorjee Khandu - as special secretary/secretary.

Due to retire from the government service on August 31 next, Singh would have five-year tenure or till 65 years of age, which ever is earlier.

 

Singpho launches Food & Supplies Official Website

NAHARLAGUN, Aug 27- The Food and Civil Supplies Minister C.C. Singpho  inaugurating the launch of official Website of the department – www.arunfcs.gov.in- today at his office chamber, Civil Secretariat-termed the initiative as a step ahead in providing information relating to the Public delivery system, thus promoting  transparency through the medium of Information Technology. The Website which has been jointly designed and developed by NIC and the Food and  Civil Supplies department hosts all relevant information like details of monthly PDS items allocation, Fair Price shops, Rations cards details,  Ration Card Form downloading facility, District links, organizational setup, contact numbers of Officers including Photo Gallery . The Website will be updated on a Monthly basis. .

Considering the role the Food and Civil Supplies department play in implementing various Govt. of India Schemes for ensuring food security and poverty alleviation particularly for weaker sections of the Society, the   Website is an effort of the department to facilitate access to various information on the Targeted Public Distribution System (TPDS) operations to one and all just at the click of the mouse button.MLA, Nikh Kamin who is advisor to CM on PDS matters, Director Food and Civil Supplies, Bolung Siram, IAS and officers of the department among others attended the launching ceremony. AAPSU seeks governor’s intervention on ‘unethical act’

ITANAGAR, Aug 27: Describing the reported campaigning of some Nagaland-based political party leaders, namely former speaker and present advisor to Nagaland chief minister Z Lohi, Nagaland People’s Front   (NPF) vice president  Thangwang Wangcho and former MLA of Mon district TinkhapWangnau, NPF member Wenkhang Konyak in Tirap and Changlang districts as ‘unethical act’ on part of the said party, the All Arunachal Pradesh Students Union (AAPSU) said this would disturb age old feelings of fraternity and brotherhood among different tribes of the state.

The situation in these two districts have once again been aggravated and has became fragile and confusing in run up to the state assembly election, the union said in a release, and urge the Arunachal Pradesh Governor to immediately gauge the situation and invoke Article 371(H) as per the power conferred on him for smooth conduct of the elections.

Propagation of politics covertly in the name of origin, community and region is a “treacherous sign” and the people of the state and the union cannot be hoodwinked, the AAPSU said in a release,  adding “Whoever we are whatever may be our origin the fact is that we are Arunachalees first and no force has the power to dispossess us from the bonding.”

Enough pain and the brunt of losing many brilliant human lives have been withstood by the two districts owing to the past mistakes committed by the leaders of the area and it seems few leaders who are hell bent for grapping power by any means are fiddling with the deceptive idea once again, albeit through a new course of electoral politics.  

The union strongly warned the political leaders of the state to disengage themselves from such misadventure and any body hobnobbing with them will be declared as anti-Arunachalee, the union said and called upon the people of the state to refrain from such party.

 

NCP concerned over circulation of fake currency

No development activities in Nyapin-Sangram: Felix

Itanagar, Aug 27: The Arunachal Pradesh unit of Nationalist Congress Party (NCP) has expressed concern over the large number of fake currency notes being circulated in the state capital allegedly by various contesting candidates to woo voters.

NCP General Secretary Techi Necha, during a press conference here this afternoon, alleged that the candidates from various political parties, contesting for the prestigious Itanagar constituency, were circulating fake notes in the capital cities, thereby victimising the innocent voters.

''Many candidates are pumping in crores of rupees to allure voters and in the process many duplicate notes are being circulated in the market through them,'' Necha alleged and urged the authorities concerned to put a check on such undemocratic means to woo voters.

He said, many candidates were paying several thousands to each voter on production of election photo identity card.

''This is not the true spirit of democracy and such practice would jeopardise the electoral politics,'' he commented and cautioned the electorate not to fall prey to such political gimmicks.

Meanwhile, the NCP today received a shot in its arm with the former All Arunachal Pradesh Students’ Union (AAPSU) spokesman and general secretary of Arunachal Congress Bamang Felix joining the partyfold along with supporters and panchayat leaders. Felix would lock horns with Education Minister Tatar Kipa from Nyapin-Sangram Assembly constituency in Kurung Kumeny district from NCP ticket in the ensuing Assembly polls due in October.

Felix, who contested the 2004 election against the same opponent, lost the electoral battle by a slender margin of 179 votes.

Talking to reporters, Felix disclosed that the people of the constituency were fed-up with the present leaders for his failure to bring development in the area and accordingly decided to support his candidature.

''There is a leadership vacuum in the constituency after visionary leaders like late Tadar Tang and Tadar Taniyang and the people are frustrated over business politics, which is the order of the day in place of leadership politics,'' he commented and alleged that no development activities could seen in the constituency over the past decade.

Referring to the Napin-Chayan Tajo road project which was taken up ten years back in the constituency, Felix disclosed that the project was yet to see the light of the day with only five km of the road being completed so far.

''The present the education minister, in order to woo voters had accorded sanction of 13 posts of group C and D employees for Nyapin, Sangram and Phassing administrative circles. However, the nature of the posts were not clear,'' he pointed out and termed it as a political appointment to befool the people.

Speaking at the conference Sangram Zilla Parishad member Mrs Tai Yapang alleged that not a single government scheme especially under Sarva Shiksha Abhiyan (SSA) were allowed to be taken up by the panchayat leaders of the constituency but were allotted to contractors on the minister’s recommendation.  UNI

 

Bamboo based training programme ends

ITANAGAR, Aug 27: A three-day training programme on ‘Bamboo based community building and large span structure’  concluded here at State Forest Research Institute, Itanagar (SFRI) yesterday.

The programme was organized by the Cane and Bamboo Technology Centre (CBTC) and Building Materials Technology Promotion Council (BMTPC), New Delhi in association with the SFRI.

Addressing the participants on the valedictory function, CBTC director Kamesh Salam said the community members must come out to set an example in construction of bamboo house. Today, the whole world is looking at bamboo technology   in  housing sector for its environment friendly ways, he said adding  at least we should make a beginning to reap the benefit of the use of bamboo in various sectors.

Many other dignitaries and participants also spoke on the occasion and shared their experience and opinions.

Later, certificates were distributed to the participants by Salam and other officers.

 

Alternative to shifting cultivation, need of the hour

KHONSA, Aug 27: A workshop on alternative to shifting cultivation was held at Bera village about 30 Km from here under the aegis of Elite Society of Dadam Area in collaboration with Agriculture and allied departments on August 26.

Speaking on the occasion as chief guest, Tirap district Deputy Commissioner, Ankur Garg while appreciating the effort of the Elite Society asked the farmers to take up alternative activities like horticulture, piggery, poultry besides others adding that jhum cultivation was destructive and unproductive.

He said that jhum cultivation has disastrous effects on environment and denudes the soil. The DC further appealed to the people not to be dependent on the MLAs and government subsidies for their existence and asked them to create permanent assets for themselves.

He also asked them not to be dependent on PDS alone but work hard to produce sufficient food grains by adopting alternative mode of cultivation to jhum like terrace cultivation.

The DC was full of praise for chief of Bera village, Bewang Lowang for his pioneering effort in terrace cultivation and asked the farmers to emulate his example.

The DC further said that NABARD functionaries were likely to visit Khonsa sometime at the end of this month and assured the society that he would impress upon the NABARDS authorities to award schemes to the Society.

During the seminar all HoDS spoke about activities under their respective departments and asked the people to take up schemes under their departments which would provide scopes that are alternative to the unproductive jhum cultivation.

20 progressive farmers each from 8 villages of Dadam area participated in the seminar. Besides, 15 farmers from Kanubari circle who are engaged in double-cropping and 8 progressive farmers from Tupi village participated in the all important seminar.

The scientist and subject experts from Krishi Vegyan Kendra, Deomali conducted technical training during the day-long programme.

It may be mentioned that the entire Dadam area is hilly with no flat lands and people are practicing shifting cultivation that gives little return. The seminar has been an eye-opener. DIPRO

 

DC expresses concern at non submission of expenditure

TEZU, Aug 27: The Governing body meeting of District Health Society (DHS) was held under the Chairmanship of Lohit Deputy Commissioner Cum-Chairman DHS Kaling Tayeng at DC’s conference hall on Aug 26 last.

Speaking on the occasion, DC –asked all chairmen at Circle Level and Medical officer in charges of Sub-Centers and PHCs to make optimum utilization of fund under NRHM and expressed anguish over non submission of statement of expenditure despite repeated reminders in earlier governing body meeting.

The Namsai ADC R.K Sharma was also present on the occasion suggested useful tips to regulate the fund distribution system and utilization of schemes for the benefit of patients.

Welcoming the gathering, Tezu DMO Dr N. Ninu disclosed that NRHM is in its fifth year to support health delivery system in addition to existing health care system. The programme which will end by 2012 should be taken-up seriously and people’s participation is a must to reap benefits from various schemes under this programme. She also urged all link departments to keep in touch with the medical department in implementing the schemes.

Giving a detail over view of the activities taken-up under NRHM, Dr. Nyage Geiyi disclosed the health department has taken a policy to club all vertical programme under one programme under district health society and fund will be placed to district health society.  He appealed all to open accounts and submit regular statement of expenditure by first week of every month. He insisted on avoiding utilization of bulk of the money for civil works so that the money flows are used for essential health services.  

The Circle Officer Chonkham, Sunpura, Wakro and Medical Superintendent District Hospital Tezu also spoke on the occasion. (DIPRO)

 

Small saving trainings

ITANAGAR, Aug 27: The first training for Small Savings Agents of Capital Complex was held at Administrative Training Institute on August 26.

The training program was formally inaugurated by Director of Small Savings A Basit. Urging the trainees to take advantage of the program, he asked them to make queries in case any doubt arises, so that they can work in the field with full confidence.

National Savings Institute, Govt. of India, Guwahlati, Assistant Director K.K. Pradhan imparted the training.

Over 100 agents participated in the program. They were trained on Salesmanship, Marketing, Rules and Regulations. DOs and DON’T apart from Small Savings Securities.

Deputy Director Small Savings B. Chakraborti, and Assistant Director Small Savings PC Deb interacted with Agents on Small Savings matters.

 

Sera congratulated

ITANAGAR Aug 27: The Apatani Career Guidance Forum (ACGF) congratulated Er Kuru Sera on his promotion to Chief Engineer, PWD (Central Zone).

Er. Sera, who belongs to Reru village, Ziro, joined the State Public Works Department in the year 1984 as Asstt. Engineer (AE) after completing B.E from Delhi College of Engineering.

His sincerity, efficiency and sheer dedication to work has earned him his promotion to Executive Engineer (EE) in 1988 within a short span of four years and next as Superintending Engineer (SE) in 1994 within a period of six years.

Being the senior most and one of the longest serving SE, his promotion to the top post of Chief Engineer is very much deserved.

The forum thanked the State government for doing justice. ACGF wish him all the best and hope that he will work with more zeal and vigour in the service of our State.

 

EPGA observes 3rd foundation day

ITANAGAR Aug 27: The 3rd Foundation Day of the Environment Protection Group of Arunachal (EPGA) was celebrated at Pakam Middle School,Aalo on August 26 last.

ITBPF Commandant, N Chandra and ITBPF 2nd Commandant N.Saukand attended the function as chief guest and guest of honour. Both the dignitaries along with school children planted trees in the school premises.

Commandant, N Chandra emphasized on the need for cleaner environment and urged the students to be more aware of one’s environment. He also warned the students of fatal outcome of global warming.

EPGA Member Secretary Dr Gekey Ete highlighted the achievements of the EPGA in the last three years. He appealed the students to keep the environment clean, plant more trees and protect wild life.

Er Redam Jini, ME School Pobdi Headmaster Jummin Ete, teacher R K Mishra, ASM Kamduk, Headmaster Lido Sora and HGB Horba Loyi also spoke on the occasion.

Later, the Chief guest presented sports items to the students.

 

NABARD reviewed the Tribal Development Funding Project at Roing

ITANAGAR Aug 27: NABARD Manager, K Vaiphei had a detailed meeting with the Project Monitoring and Implementation Committee (PMIC) under Tribal Development Fund at Roing, Lower Dibang Valley District on August 25 last.

The farmers covered under the project expect a production of 3 lakh pineapples by October 2009. Vaiphei has advised the PMIC to spell out a concrete strategy for marketing of the pineapples during the period of glut.

He also underscored the need for handholding the tribal farmers for agronomic practices and appropriate measures from pests and diseases attack. It may be added that 427 tribal farm families are being covered under the project so far. The Department of Horticulture and KVK, Roing is giving the technical support for the programme.

 

Capacity Building workshop

ITANAGAR, Aug 27: A three days Capacity Building Workshop for Medical and Paramedical staff of Karuna Trust began yesterday at Vivekanada Hall, R. K Mission Hospital, Itanagar.

The program is being organized by Karuna Trust and sponsored by Dorabji Tata Trust, Mumbai to improve the technical skills and update the recent guidelines of health sector as well to motivate the PHC staff working in the most remote areas of the state.

Altogether 44 staff including 8 Medical Officers, 5 GNMs, 20 ANMs, 3 Laboratory technicians, 1 Pharmacist and 7 Health Assistant from 9 PHCs participated in the program.

Inaugurating the program, National Rural Health Mission Mission Director, Talem Tapok urged the staff of Karuna Trust to put their cent percent effort to change the health scenario of Arunachal Pradesh.

He also appreciated the changes brought out by the staff in these remote Primary Health Centers including increase in child immunization and institutional delivery which are the main target of NRHM at national level.

District Tuberculosis Officer, Papum Pare Dr. P.D.Thongchi highlighted about the various measures taken in PHC and Sub centre level to control and eradicate tuberculosis.

Medicine Specialist Dr T Motu and Gynecologist, RK Mission Hospital Itanagar Dr Millo Bakhang also attended the technical sessions as resource person today.

Karuna Trust Coordinator Mousumi Gogoi, informed that such training programs is conducted every year for the Karuna Trust PHC staff and review of the performance of PHCs.

She further also informed that staff from 9 PHCs of Arunachal were also taken to Karnataka to visit the PHCs managed by Karuna Trust under exposure visit programs.

 

APWWS, NAWO demand women development corporation

ITANAGAR, Aug 27: The Arunachal Pradesh Women’s Welfare Society (APWWS) and National Alliance of Women Organization –Arunachal Chapter (NAWO) in a memorandum to the  Arunachal Pradesh Congress Committee (APCC) president have urged him to intervene for fulfilling the long-pending genuine  aspiration of the women of the state.

While  appraising  the APCC about the lack of women’s participation in decision making process and the need for their rightful share of opportunities and participation in the development of the state,  APWWS vice president and NAWO secretary said that  the memorandum is submitted keeping  in view of and land mark initiatives being  taken by the UPA Govt and Congress party’s agenda for  their welfare and progress in the country so as to enable the women  to march along shoulder to shoulder with their male counterparts.

However, we the women in Arunachal Pradesh have certain specific grievances,  the memorandum said and sought the  immediate intervention  of the APCC president for 1/3 (one third) reservation for women candidates in the upcoming State Assembly Election. It is a matter of great regret that there not a single women legislator in the 60 member Legislative Assembly, it said.

Demanding 33 per cent reservation in Urban Body election, the memorandum said first Municipal Corporation election is round the corner, we expect to play a meaningful role in the urban civic bodies as the subject matter concerns issues of Health and Sanitation.

Pleading for Women representatives in the State Planning Board, it said the  ongoing 11th Five Year Plan, emphasizes on Gender Responsive Budget, which actually is the need of the hour. Therefore it is very important that women be involved in the planning process.

Other important demand of the women organizations include Gender Advisor to the State Government, a Woman Development Corporation specifically to look after the economic development and entrepreneurial growth of the women.  Review the pending Bill for Protection of Customary Laws and Social Practices, A.P. 1994, 33% reservation in Govt. jobs for economic empowerment, adequate resource allocation for the State Commission for Women., adequate resource support for implementation of the Domestic Violence Act and Marriage Record Act for its effective implementation in letter and spirit.

Book Review

TOKONG PERTIN

The book under review is entitled “Rethinking Tribal Institutions” authored by Dr. Otem Petrin. It is a comprehensive and in-depth study on social and cultural life of the Adis. The area of the present research is the Padam inhabiting districts of Arunachal Pradesh viz, Upper Siang, East Siang and Lower Dibang Valley and special reference is given to the Padam group. The socio-cultural life had been studied with reference to Musup and Raseng, two traditional social institutions which are in the process of decline because of various forces of development.

The author himself is an insider, participant in Musup life and is also a trained anthropologist. He has critically examined Adi culture through these two social institutions. Because of his training in formal system of education in general and in anthropology in particular he has placed himself in the position of a critical insider. The present book blends both insider and outsider perspectives to study the cultural changes.

After Sachin Roy’s book “Aspects of Padam-Minyong Culture” (1960), Published by Directorate of Research, Govt. of Arunachal Pradesh, Itanagar, there is no comprehensive ethnographic work on Adi Padam.

While Roy’s work can be considered as a monograph on Padam Minyong culture, Dr. Pertin’s work could be an interpretive ethnography on cultural change and continuity around the social hub- Musup and Raseng of the Adi.

Dr. Pertin has described the life in Musup and Raseng, their functions in maintaining social stability and as institutions of informal education in details. He has clearly depicted entry rules to Musup and Raseng, types of members, their relationships, relationship between Musup and Raseng members and above all, their social responsibility in house construction, during feuds in olden days and so on.

The most interesting part of this book is the study of present status of these institutions in Padam villages and explanation to the changes. What the book highlights is a change in continuity in many villages in spite of the fact that boys and girls embraced formal system of education. The other important area of focus is the status of these institutions in the light of development interventions.

The author has raised some issues by studying cultural change and continuity through Musup and Raseng. He has distinguished Musup and Raseng from the English equivalent dormitory which are the cultural hubs of the Adi society. The term dormitory does not reflect the cultural emotion of the people, which Musup and Raseng do. The bondage among the Musup and Raseng members is an institutionalized process of durability which does not hold true among the members of a dormitory.

The Musup and Raseng ensure community participation, co-still a sense of belonging to the community and subscribe to decentralized values. The institutions promote a feeling of self-respect and the sense of a community identity. The question which Dr. Pertin raises is: could these traditional social institutions once acted as social hub in Adi society be organized to take up the challenges of institutional requirement of the village development in the present context?

The book is worth reading by scholars, Govt. officers who deals in various community development programmes through SHG, other local institutions and commoners. It has academic importance but the quality of common reading. The book will take the Adis in general a journey to their cultural heritage and Padam in particular.

The book was published by Commonwealth Publishers, New Delhi, 2009, which would be released on 1st September 2009 during Solung festival celebration at Itanagar.

 

Financial Inclusion Seminar at Seppa

The Ponung and other cultural competitions will be held from August 29-30 and variety show will be held on August 31 respectively.

The once Pied Piper of Arunachal, now playing the Jai ho tune  

Madam,

"Leader knows the way, goes the way and shows the way" penned by Maxwell was found in the pamphlet distributed on behalf of the then uniquely emerging leader of Arunachal Pradesh Kiren Rijiju during the recently parliamentary election. How his speeches impacted us then! Every one had a feeling that, at last a true leader has emerged, who knows the way, will go the way and show us the true way too. But it too was all air and sound, alike every other leaders. May be that was the greatness of the scriptwriter that made us feel that way then.

Today, when we look back, we get a feeling that how naive we had been then. We were taken for a ride with sugarcoated speeches that has no meaning unless heart works in sync with the speeches made. That's a history and a real mystery too, which every Arunachalee should ponder upon. Well ! Not every field is green every time. Seeing the present political scenario of the BJP at Center, it's not green at all. Rijiju proclaimed himself as the Man of People (MP) though no longer a Member of Parliament(MP) after the parliamentary election result were out. Was it not his duty to at least ask or place his view before the people of Arunachal Pradesh regarding his search for greener pasture? He has every right to join any party, but having proclaimed himself as the Man of People (MP) of Arunachal Pradesh, his action are really not justified. He has been a favourite child of media; he could have easily expressed his desire through it. Nobody would have objected it, rather would have appreciated it. But things happened the other way round.

 Politics a 3rd class game

 

Madam,

It is said that politics is a 3rd  class game played by 4th class people regardless of it's level i.e. international, national, state, panchayat or be that at any kind of official level. And one had to humbly submit that it is an universal truth.

To talk about Arunachal politics, it seems and sounds to be a kid's play. The so called `Dal-Badal is a very common phenomena and usual practice among our politicians these days.

Interestingly, these are the persons whom we vote and elect to represents and raise our voices in Parliament/state assembly and  hope  that they will make policies for the greater interest of public and not just for their political gain or personal benefit.

I still remember each and every single word of Kiren Rijiju talking to the people of Bam village during last parliamentary election campaign. I can recall how promising and convincing were all those sweet words full of energy, confident and the most irony of those were how miraculously it were delivered. Those were the words which won the heart of almost every youth as well as older citizens also regardless of their political affiliations. I must say, many people had a kind of thought that finally they have found their much awaited leader in the form of Kiren Rijiju (no matter which ever political party he may be affiliated) who will bring revolution in the era of Arunachal politics. His slogan of new change was much appreciated by everybody and all of sudden he became our ultimate choice by his quality and not by virtue of his political party. But to our disappoint it all went in vein, everything seems to be vanished in thin air.

It is not the matter of quitting/joining any party which hurt the dozens of people. Infact, personality like him requires no any party background/identity at all. But his recent move has really hurt many lovers and well wishers including myself. It implies that he is no indifferent of those same politicians the people of Arunachal is witnessing from decades. It implies that our young, talented and beloved leader can also go cunning at any time and you cannot fully rely on him. It really matters when a much trusted person hurt your feelings that too when you have lots of expectations on him/her.

Through this esteemed daily this is a small attempt to let him know that we are very much hurt.

Anyway I wish him all the success in his life.

Loyalty shift flu

 

Madam,

Through your esteemed daily I would like to express the feelings of all educated intellectuals and likeminded citizens like me regarding the loyalty shift of K. Rijiju. It was a jolt to know that K. Rijiju once loved and respected for his hard work, sincerity and commitment towards Arunachal Pradesh is now the talk of the town for hurting the sentiments of his own people. Arunachal was  in a stage of chaos that swine flu and its virus might grip into Arunachal but the flu virus was forgotten when the headline of the front page of all the  dailies of the state flashed the news that loyalty shift flu has gripped Rijiju.

It was not any party that gave him love and support but his hard work and ideology with the slogan for changing Arunachal from the present status. If he has joined the same party from whom he wanted to change Arunachal then where is his ideology? Oh!! Sorry I forgot it has been gripped by some dangerous flu. If he had to join the party then why did he play with the sentiments of all his well wishers. In the recently concluded Lok Sabha election he lost just marginally but he had won the respect and heart of all. He would have fulfilled his dream of changing Arunachal if he was playing the role of a good opposition and checking the ‘Kush- Kushi’ rule of Arunachal and guide the people. Now he is in the same pond with the same fish, then where is the question of changing Arunachal.

By shifting loyalty it is clear that ideology has no role to play in Arunachal politics, as we all know what the top priority of our politicians is.

How can he be loyal to Arunachal when he himself ditched the loyalty of the Party which gave him the platform to show his caliber and made him popular.

Through this column I would like to express that by hurting the sentiments of all his well wishers he has done a blunder mistake as now the respect and love for him is also a big Question mark. Never play with the emotions and dream of we Arunachalee and a lastly it is a humble request to Rijiju that never show us a wage dream again for changing Arunachal to number 1 state. Live us to our own KUSHI - KUSHI state.

‘My role and dream remains the same’

Madam,

I’m obliged to share the agony of the thousands of people across Arunachal Pradesh and the unprecedented enormous political palpitation caused due to my resignation from BJP.

I’m aware that thousands of youths look up to me, intellectuals keep faith on me and the villagers lay hope on me and apparently it has been shattered. I sincerely tender my deep sense of apology for causing such a political quiver but with a plea to understand my feelings and reasons to leave BJP.

Remember my expressive statements in the past that I’m not in politics to serve a political party but to serve the society through a political party. Parties in themselves are nothing as it is made good or bad by the people who run them. My principle remains that shifting Party loyalty should be avoided except on genuine case. I promise that this political move will benefit our state and I’ll prove my effort doesn’t go in vain. My dream will remain but a LONELY DREAM can’t be realized without people’s support. I had tried to give my best through BJP and intended to continue but the circumstances compelled me to quit the Party but I will never let the people down while in Congress. I’m contented to the extent that now Arunachal Pradesh is in big National delineation and attracted the attention of our national leaders and media. Currently BJP central leaderships have failed to understand the sentiments of Arunachal Pradesh and INC lead UPA govt. has shown it’s generosity to us. Most of the concerns which I had raised in the Parliament and in National forums are accorded priorities and Arunachal can be the No.1 state in India if these packages and policies are implemented sincerely in the state. We need a genuinely sincere and good team.

On the unfortunate comment of BJP NE in-charge that I got into the club of fortune and wealth I need not explain as people know me and my family. I was fortunate to be born in a leading family of the society but we gave up everything due to politics. I don’t believe in what I get but consider what I can give. My father was the first Pro-tem  Speaker of Arunachal to give oath to the Members of the first State Assembly. I’m the only MP who doesn’t own a single private property except the ancestral lands. I’m proud of my family legacy and will never indulge in immoral and unethical conduct.

I will support in every possible way to the State Govt. so that it can govern without any prejudice or bias attitude towards any section of the society. My political position has changed but my role and dream remains the same.
